# Purchase valuation in Amsterdam for investors: test the property records, not just the yield

Prepare an Amsterdam investment purchase valuation by separating market value, rent, WWS inputs, VvE evidence and lender requirements.

## TL;DR: Five checks before you rely on yield

Start with the property’s ownership, condition and rights. Add the lease and payment record, then review WWS and VvE evidence. Ask the lender which purpose and report form it accepts. Use rent or yield to test a scenario after the property evidence is clear, and review the final report before committing.

1. Define the property, purpose, valuation date and recipient.
2. Collect lease, payment, WWS, VvE, leasehold and maintenance records.
3. Ask the lender and tax adviser their separate questions.
4. Compare market value with the purchase price and the rent scenario.
5. Review assumptions, limitations and unresolved evidence before submission.

If you are also deciding on [purchase valuation for home movers](/en/purchase-valuation-movers-amsterdam/), keep that purchase purpose separate from the mortgage or valuation question here.

A sound [valuation report](/en/report/) keeps the property, purpose, valuation date and recipient visible, so you can test whether the conclusion fits your decision.

When you compare quotes, relate the [valuation costs in Amsterdam](/en/costs/) to the scope, inspection, delivery conditions and follow-up you need.

## Are you buying an Amsterdam property as an investor?

You are looking at an Amsterdam home or apartment as an investment and need a market-value figure for a purchase decision. The brief may include a current lease, proposed rent, WWS inputs, VvE records, lender conditions and a tax question. Keep the yield calculation and rent-law questions beside the valuation, each with the adviser who owns it.

## Before you start

Write four headings before you compare numbers:

1. **Property:** condition, floor area, rights, leasehold and comparable evidence.
2. **Rent:** contract, payment history, vacancy assumptions and service-cost treatment.
3. **WWS and VvE:** points inputs, WOZ context, building decisions and reserve funds.
4. **Purpose:** purchase, refinancing, lender review, tax question or another stated use.

The headings stop a rent estimate from silently becoming the market-value conclusion.

- **Current use:** `[ ]`
- **Lease:** `[ ]`

## Why rent is only one input

If you are also deciding on [purchase valuation for expats](/en/purchase-valuation-expats-amsterdam/), keep that purchase purpose separate from the mortgage or valuation question here.

Rent tells the investor about a possible income stream. Market value considers the property, rights, condition, location, evidence and purpose at a stated date. WWS points answer a rental-regime question, and VvE records add building-level facts. A lender can apply its own product rules.

If your Amsterdam decision also involves [mortgage valuation for investors](/en/mortgage-valuation-investors-amsterdam/), keep its lender requirements separate from the property question here.

The [Huurcommissie policy book for independent homes](https://www.huurcommissie.nl/support/beleidsboeken/waarderingsstelsel-zelfstandige-woonruimte) describes a points-based framework.

Its 2026 overview places homes up to 143 points in the social sector, 144 to 186 in the middle sector and 187 or more in the free sector for the stated contract and date conditions.

The [Huurcommissie rent-check outcome](https://www.huurcommissie.nl/support/huurprijscheck/resultaat/resultaat-zelfstandige-woonruimte) also warns that a check can differ from a later expert points count.

If you are also deciding on [purchase valuation for first-time buyers](/en/purchase-valuation-first-time-buyers-amsterdam/), keep that purchase purpose separate from the mortgage or valuation question here.

The [Rijksoverheid transfer-tax explanation](https://www.rijksoverheid.nl/vraag-en-antwoord/huis-kopen/vrijstelling-overdrachtsbelasting) states that from 2026 a buyer who will not use a residential property as a main residence pays 8% under the stated rule. The transaction’s tax facts still belong with the adviser.

The infographic makes the evidence layers visible. The property and rights come first. Rent and payment support the income scenario. WWS and VvE records add legal and building context. The lender receives a purpose and product question rather than a promised return.

An investor can keep rent evidence separate from market value when [Dutch valuation terms for buyers](https://taxatieeindhoven.com/dutch-taxatie-glossary-buyers/) clarify the meaning of WWS and VvE; the Amsterdam property's own evidence remains decisive.

## Requirements and constraints

Collect:

- title, ownership, leasehold and purchase documents;
- floor plans, usable area, condition report, permits and planned work;
- signed lease, rent schedule, payment record and vacancy information;
- WWS inputs such as rooms, facilities, energy information and WOZ context;
- deed of division, VvE budget, minutes, service charges and reserve-fund decisions;
- lender report format, valuation date, recipient and validation conditions;
- a separate list of tax and legal questions for the relevant adviser.

Do not ask the valuer to certify a rent contract or give a tax conclusion. Put the property facts in the valuation brief and keep the income, legal and tax questions with their owners.

## Step by step: prepare the valuation

### 1. Define the investment purpose

State purchase, refinancing, lender review or another use. Add the intended report recipient and valuation date.

### 2. Verify the property

Check ownership, rights, leasehold, floor area, condition, access, use and planned work. Mark anything that depends on a permit or legal review.

### 3. Verify rent evidence

Record the lease date, rent components, payment history, vacancy, service costs and any proposed change. Keep estimates labelled as estimates.

### 4. Review WWS and VvE context

Use the current Huurcommissie framework for the applicable rental question. Add the VvE documents and building decisions to the property records.

### 5. Ask lender and tax questions

Confirm the report form, purpose and recipient with the lender. Ask the tax adviser to address transfer tax and the investor’s personal position.

### 6. Read the report before signing

Check address, rights, purpose, date, market value, comparable evidence, assumptions and limitations. Make sure the report does not turn a rent scenario into a property fact.

## Scenarios and variations

### A simple yield illustration

Suppose the purchase price is €400,000 and annual rent is €24,000:

`€24,000 ÷ €400,000 × 100 = 6%`

This is a gross arithmetic illustration. It leaves out vacancy, maintenance, service costs, tax, finance, insurance and management. It does not estimate market value or promise a return.

### The property has a current lease

Send the signed lease, payment evidence, service-cost split and relevant dates. Ask the adviser whether the lease and the intended use fit the purchase and tax questions.

### The points total is near a band

Record the date, inputs and source of the points estimate. The Huurcommissie framework and an expert assessment can use different evidence or produce a different result. Treat the band as a question to verify.

### The property is an apartment

VvE reserves, planned works, service charges, restrictions and deed rights can affect the building context. Add them before the inspection rather than after a lender asks.

## Common mistakes and stalled preparations

- **Starting with the yield:** verify property rights and condition first.
- **Treating WWS as market value:** keep rental regulation and property valuation separate.
- **Using an asking rent as a contract fact:** label estimates and verify the lease.
- **Ignoring VvE records:** add minutes, budget and reserve-fund decisions.
- **Giving tax conclusions to the valuer:** send tax questions to the adviser.
- **Assuming lender acceptance:** confirm purpose, recipient, format and validation.

When the preparation stalls, list the missing fact, its owner and the date needed. This keeps a rent question from blocking a property question that someone else can answer.

If you still have a question about the property, purpose or date, [contact Taxateur Amsterdam](/en/contact/) with the question and without personal attachments.

## After the report: review and repeat

Review the report when the purchase price, lease, use, condition, VvE decision, lender or tax position changes. Keep the valuation, rent evidence and adviser notes as separate dated records.

Repeat the check if a property becomes vacant, a lease is renewed, a permit changes the use or the intended report recipient changes.

## FAQ

### Does rent determine market value?

No. Rent can be evidence or a scenario input. Market value still requires property, rights, condition, location, evidence and purpose at a stated date.

### Does a WWS points total decide the valuation?

No. WWS answers a rental-regime question. It does not replace a property-specific market-value opinion.

### Is 6% gross yield a good investment?

The illustration is arithmetic. A decision also depends on vacancy, costs, finance, tax, maintenance, legal conditions and risk. Ask the relevant advisers to assess those questions.

### What does the 2026 8% transfer-tax rule mean for an investor?

Rijksoverheid describes an 8% residential-property rule when the buyer will not use the home as a main residence. The transaction facts and current tax rules need adviser confirmation.

### Do I need VvE documents?

For an apartment, VvE records can explain building finances, planned work, service costs and restrictions. Send them early when they affect the purchase brief.

### Can a lender use an investor purchase valuation?

Ask the lender to confirm purpose, format, valuation date, report age, validation and recipient. A report prepared for another question may not fit the current product.

## When to review the decision again

Date the lease, rent evidence, WWS reference, VvE records, lender instruction and tax question. Recheck when the use, lease, property condition, purchase price or recipient changes. Keep the market-value opinion distinct from the investment scenario.
